近期，国家税务总局深圳市税务局第三稽查局依法查处了深圳市润兴泰实业有限公司等4户外贸出口企业“买单配票”骗取出口退税团伙案件。
经查，该犯罪团伙通过控制出口贸易公司，在无真实货物交易的情况下，向上游实体经营企业购买“富余”增值税专用发票，又以一定的手续费购买外汇虚假结汇、“配单配货”，将他人出口的棉签、湿巾、松紧带、塑料制品等货物以出口贸易公司名义报关，骗取出口退税2961.38万元。深圳市税务局第三稽查局依据《中华人民共和国税收征收管理法》《国家税务总局关于发布<出口货物劳务增值税和消费税管理办法>的公告》(国家税务总局公告2012年第24号)等相关规定，将上述行为定性为骗税，追缴税款、罚款共计9000.66万元，停止为相关企业办理出口退税三年。相关犯罪嫌疑人已由检察机关以涉嫌骗取出口退税罪向人民法院提起公诉。
深圳市税务局第三稽查局有关负责人表示，随着税收风险监管力度逐步加强，犯罪分子获利空间不断压缩，作案手法也更为隐蔽。税务机关将继续立足八部门常态化打击涉税违法犯罪工作机制，深化大数据联动分析运用，以“零容忍”的态度坚决打击骗取出口退税的违法犯罪行为，切实保障诚信经营外贸企业合法权益，为推动外贸高质量发展、服务构建新发展格局贡献力量。
