经查，2018年至2022年，代理办税人员王大勇勾结穆棱市税务局穆棱税务分局原副分局长董春江、原分局长孙全福，冒用29家企业身份信息，对外虚开增值税专用发票313份，价税合计2.53亿元。2025年4月，法院对涉案三人依法进行判决。王大勇被依法判处有期徒刑三年，并处罚金；税务部门依据涉税专业服务管理规定，将其列为重点监管对象，采取涉税服务失信惩戒等措施。董春江、孙全福分别被依法判处有期徒刑六年和四年；税务部门依据《中国共产党纪律处分条例》《中华人民共和国公职人员政务处分法》等有关规定，给予两人开除党籍、开除公职处分。同时，依法对12户下游接受虚开发票企业进行立案检查。
国家税务总局牡丹江市税务局有关负责人表示，税务部门持续加强对涉税中介的常态化规范管理，严厉打击违规代理、虚开增值税专用发票等违法行为。同时，严肃查处税务人员与不法中介内外勾结、通同作弊的违纪违法行为，促进涉税中介行业健康发展，营造法治公平的税收营商环境。
