近期，国家税务总局深圳市税务局第二稽查局联合深圳公安经侦部门、人行深圳支行依法查处了一起多团伙、复合式、跨区域虚开发票骗取出口退税案件。
经查，蔡某某出口骗税团伙为牟取非法利益，通过操控深圳市得恩进出口有限公司等6户出口企业，勾结虚开团伙非法购入增值税专用发票，伙同不法报关行“买单”“配货”，虚构梭织布、染色布等出口业务，骗取国家出口退税款7869万元。深圳市税务局第二稽查局依法将上述6户企业接受的2149份增值税专用发票定性为虚开，追缴其骗取的出口退税款7869万元并处一倍罚款。同时，追缴其少缴增值税及其附加税费8666万元。近期，广东省深圳市中级人民法院对该案作出判决，蔡某某等5名被告人犯骗取出口退税罪、虚开增值税专用发票罪、非法经营罪，分别判处有期徒刑3年至12年不等，并处罚金合计1.22亿元。
深圳市税务局第二稽查局有关负责人表示，将进一步发挥税务、公安、法院、检察、人民银行、海关、市场监管、外汇管理八部门常态化打击涉税违法犯罪工作机制作用，对下游出口企业骗税和上游供货企业虚开实施全链条打击，严防出口退税“红包”落入不法分子“腰包”，积极营造更加法治公平的税收营商环境。
